Summary

The astrolabe docs formerly used Travis CI to push the docs to a github.io page. We can instead convert the documentation to markdown and push it to ReadTheDocs.

Motivation

Drivers teams can see the latest documentation on the docs site, and the docs will be written in Markdown.
