Fix Handling of Atlas Cluster Creation

      We currently do not handle an error response when creating an Atlas cluster in setup-atlas-cluster.sh. We should catch an error response and exit the script instead of waiting for a server that will never start.

      Additionally, we should add a test in Drivers-Tools for Atlas cluster start/stop.
