Add a script in drivers-tools that looks for a magic comment on a PR signifying a cherry-pick is requested. If the comment is found, the script will attempt create a pull request to the desired branch. If the cherry-pick has merge conflicts, it will make a comment to the PR that there were merge conflicts, with the manual steps needed to make the PR.

Ensure that the readme specifies that a comment can be made after the fact, and then the task can be re-run. The readme should also specify patchable: false for the task.
