Run atlas local cluster in Evergreen and GitHub actions

      In order to test Atlas features such as search indexes in evergreen and GHA, we can launch an mongodb/mongodb-atlas-local container

      or use the atlas cli to run an atlas local cluster

      Whatever the solution, I'd like to be able to launch a local atlas cluster in the CI, choosing the MongoDB version, as you can for other server configurations.
