Drop support for Python 3.8

      Python 3.8 is EOL and is not receiving security updates. Mongo-orchestration already requires Python 3.9+. Any spawn host that has the mongodb toolchain 3+ will have at least Python 3.9.2 (verified using /opt/mongodbtoolchain/v3/bin/python3 --version on Ubuntu 18 and RHEL 8).
