How does this affect the end user?
Driver engineers have red CI.
How likely is it that this problem or use case will occur?
This seems to happen consistently enough to make CI very red but it doesn't fail every task on CI. Ex: look at Node's CI before we skipped this test
If the problem does occur, what are the consequences and how severe are they?
Either merging is blocked, or we are merging with red CI. Or we skip the test and lose test coverage.

This would be nice to do soon because it impacts all drivers.
