Summary

The "Client Encryption Custom Endpoint Test 4. aws: custom endpoint with bad url" test started failing around April 21st. This test is failing across multiple drivers (see https://mongodb.slack.com/archives/C72LB5RPV/p1745343664236939).   It appears as though some requests

Who is the affected end user?

driver engineers.

How does this affect the end user?

Driver engineers have red CI.

How likely is it that this problem or use case will occur?

This seems to happen consistently enough to make CI very red but it doesn't fail every task on CI.  Ex: look at Node's CI before we skipped this test 

If the problem does occur, what are the consequences and how severe are they?

Either merging is blocked, or we are merging with red CI.  Or we skip the test and lose test coverage.

Is this issue urgent?

This would be nice to do soon because it impacts all drivers.

Is this ticket only for tests?

yes.

• Determine the cause of the failures in the affected test.
• Fix the test failures.
