      Summary

      The `ReadConcernMajorityNotAvailableYet` error should be treated as a resume error in changestream for servers with wire version less than 9.

      _Server  has be attaching the ResumableChangeStreamError label to ReadConcernMajorityNotAvailableYet errors after https://jira.mongodb.org/browse/SERVER-68328,_

      but server with low version cannot retry.

      Is it possible to add ReadConcernMajorityNotAvailableYet error into https://github.com/mongodb/specifications/blob/master/source/change-streams/change-streams.md#resumable-error for servers with wire version less than 9.
