start_atlas() (.evergreen/orchestration/drivers_orchestration.py:323-342) hardcodes the container's environment: only MONGODB_INITDB_ROOT_USERNAME/MONGODB_INITDB_ROOT_PASSWORD, and only under --auth.

Consumers who need additional container-level configuration have no supported mechanism and must bypass drivers-evergreen-tools with their own docker run.

Concrete case: langchain-mongodb tests auto-embedding and reranking, which require a Voyage AI API key. On cloud Atlas that key is set in Atlas Project Settings; on mongodb-atlas-local there is no such setting, so it can only come from the container environment. Because drivers-evergreen-tools cannot pass it, that repo maintains its own scripts/start_local_atlas.sh instead of using run-orchestration.

Note that local Atlas is selected differently depending on entry point, so any fix should cover all three:

• .evergreen/run-orchestration.sh — LOCAL_ATLAS environment variable
• .evergreen/orchestration/drivers_orchestration.py — --local-atlas flag
• action.yml — local-atlas input, which sets LOCAL_ATLAS
