withTransaction() should retry commits after a wtimeout

      SPEC-1208 removed logic that would prohibit withTransaction() from retrying commits after a wtimeout error. Additionally, there are modified spec tests.

      Drivers should sync their transactions-convenient-api spec tests to https://github.com/mongodb/specifications/commit/2f4e7bc914adbc2e1ea2e837b5afceb731aeada8.
