Add live failover testing tools to drivers-evergreen-tools

      The spec for Live Failover Testing (WRITING-3601) contains a python script and several cloud automation agent config files, all of which need to be used by drivers implementing the spec tests. Once the spec is finished and approved, we should bundle the testing tools with drivers-evergreen-tools, since that's the easiest way to distribute it to each driver.
