Latest server binary downloads require private S3

      "latest" server binaries are moving to a private S3 bucket (DRIVERS-3628). Public access is removed on 2026-11-02, after which our latest Evergreen tasks, including the release smoke tests, can no longer download the server. Ubuntu 20.04 also hasn't received a latest build since June, so those variants have been testing a stale server and need to move to Ubuntu 22.04.
