Slow localhost connection on Windows

      TOOLS-2301 reported long delays (1s+) connecting to localhost that went away connecting to 127.0.0.1 (as an IP literal). We've seen this with other drivers, such as in PYTHON-356 and there is a related Go issue, Go#23366.
