SDAM prose heartbeat test failing

      The SDAM prose test "heartbeats processed more frequently" fails intermittently on both Windows and MacOS variants. The test expects "at least" a certain number of heartbeats within 250ms after dropping heartbeat frequency to 50ms. We may be able to make the test less flaky by bumping timeDuration here.
