Use Go 1.17 for Go Driver Evergreen CI

      Update the version of Go used to run Evergreen CI to 1.17. We want to make sure our code works with the latest minor version release of Go, which has been a problem in at least GODRIVER-2164.

      Edit: The update to fix failing mongohouse builds is not related to the version of Go used for the Go driver tests in Evergreen CI.
