      IndexView's Create, List, and Drop operations do not pass in the client FLE encryption data to the operation layer. 

      The application to IndexView.Create was added in GODRIVER-2413 for the 2.0 scope, but needs to be back-ported to 1.x. 

      Open question: Do we need to create driver UST for list and drop? Should we extend the CSE documentation to make these cases more clear?
