Do not test latest server as part of PR build

      Context

      There are often changes in the "latest" version of server that cause either spurious errors, or errors that will be addressed later by a server or driver ticket. Skipping latest will help ensure that we are green on PRs and reduce the likelihood of missing failures introduced on stable versions of the server.

      Definition of done

      Remove the "pr" tag for the latest server version. Update the Go sync meeting to include a look at the waterfall and looking opening tickets as necessary.

      Pitfalls

      It will take us longer to react to legitimate problems on "latest", but will have plenty of time to react before the release become stable.
