Context

We would like to auto-apply the priority-3-low to new PRs, where we can then update them to a higher priority if needed. If we use [actions/labeler](https://github.com/actions/labeler] we can apply that label to all PRs. Additionally, we can add the "dependencies" label if "go.mod" is changing, and "documentation" if docs or an example are changing.
