      TestClientSideEncryptionProse_27_text_explicit_encryption is currently skipped because it uses the preview names removed in libmongocrypt 1.19.0. Migrate it to the stable String algorithm and prefix/suffix query types, set MinServerVersion("9.0"), fold it into the TestClientSideEncryptionProse_27 sub-test pattern, and remove the skip.
