SSL option processing sets SSLCaFileSet when SSLCaFile is empty string

      This line should have a guard against SSLCaFile being zero value, just like ClientCertificateKeyFile above.

      I believe the only test case for SSL options is here and it only tests the case where filenames are provided for both.
