Support publishing to Maven local repository

      As a first step towards support for publishing to Maven Central, add support for publishing to the Maven local repository. This can be accomplished via use of the maven-publish plugin.

      This will help internal users (e.g. product managers) kick the tires of this project as it's being developed.
