Big changes (look at the poc/custom-inspection-holder branch for more details):

1. It will receive a QueryLinter<Settings> as a parameter
2. It will handle inspectionStarted and inspectionFinished to handle sessions.
3. It will only call the actual QueryLinter if connected.
4. It will wrap the intellij problems holder in our own wrapper.
