Context

The dist.yml workflow is failing to build Python 3.15t.

The cibuildwheel skip list only excluded cp314t-*, so the newly added cp315t interpreters in the manylinux/musllinux images got selected and failed.

Definition of done

# setup.py only applies py_limited_api when the building interpreter supports it (not Py_GIL_DISABLED), so free-threaded wheels build without manual skips in pyproject.toml.

# The cibuildwheel skip list is removed and dist.yml runs green across all platform jobs, including new cp314t/cp315t wheels.

Pitfalls

* The failure is not arm-specific — every platform matrix job fails the same way, so one fix covers all of them.

* cp314t/cp315t wheels are built for the first time as non-abi3.
