Context

We could have avoided INTPYTHON-740, INTPYTHON-739, and INTPYTHON-738 if each team had their own cluster in QA. We should add a policy and instructions about teams owning and managing their own clusters.

• Adding appropriate users to the cluster
• Putting the appropriate connection strings in the drivers/ai-ml-pipeline-testing vault
• Opening a ticket to prevent the cluster from being reaped: HELP-67517
• Adding the cluster uri to setup-remote.sh

Update the readme and ask other teams to create clusters.
