When the server is not started with support for configureFailPoint enabled, skip tests that rely on it instead of failing them

      In various situations (e.g. testing against Atlas clusters or with clusters started with mlaunch) a MongoDB cluster is started without support for configureFailPoint enabled. It would be more convenient if tests that rely on configureFailPoint were skipped rather than failed.
