Reduce test time by making it easier to ignore slow tests

      The current tests for the IP fallback implementation run upwards of one minute on Evergreen. These tests were introduced by the linked JAVA-2700 ticket. 

      Review these tests (and other @Category(Slow) tests) with a view to change how they are run on Evergreen to make the overall build faster.
