Backport Javadoc apiref link fixes from 4.x to master

      Many of the apiref links in the reference docs are broken, as Java 9+ Javadoc tool changed the link structure.

      The links were fixed in the 4.x branch.  Let's backport those fixes to master so that we have 3.12 reference docs with correct javadoc links
