      The driver can now be released via GitHub Actions, for GA releases.  We would just need a few tweaks in order to support pre-releases (alpha, beta, rc). 

      There is a pre-release.sh script available, which can be compared with release.sh.  The other main difference is that we don't branch after a pre-release.
