The API documentation for the WriteConcern class does not contain a lot of detail of tag-based write concern.

1. We should improve the class comment and the WriteConcern(String w) comment.
2. We need to correct the comments for the constructors that take additional parameters after the String w. The comments for them still refer to integer values of w, and this is confusing.
