Fix the AsyncStreamTimeoutsSpecification tests (not CSOT)

      These are not CSOT tests, but seem to have been broken when we worked on CSOT. The tests currently can't run, because they call non-existing constructor. However, we don't see the corresponding test failures, which means the build is broken a bit and fails to run these tests.
