The following changes need to be made per discussions with gaurab.aryal@mongodb.com :

1. Server should start upon activation of the plugin rather than on the first connection.
2. We should display a notifaction message the first time that we started the MCP server with an opt-out message.
3. If the user opts out, we should stop the server and persist that so we don't start automatically again.
