The server team is heading in the direction of dropping packager.py completely. The libmongocrypt project used packager.py initially because the server team maintained it and also because the heavy lift of developing proper .deb and .rpm packages was not deemed to be of sufficient benefit in the early stages of the project. Since then, official .deb and .rpm packages have been developed and can be leveraged to replace the packages generated by packager.py.
