Scope

• Raise the default contention factor value to 4 for explicit encryption.

Background
The default contention factor value was raised to 4 on the server in SERVER-66663.

Automatic encryption should not require changes. Query analysis will include the contention factor to use in the FLE2EncryptionPlaceholder.

Explicit encryption will need to be updated. Querying with an incorrect contention factor may return incorrect results.

Contention factor is included in the FLE2FindEqualityPayload and used to create the FLE2InsertUpdatePayload.
