Add new mongoid.yml option "use_query_cache"

      According to the docs, it seems QueryCache is not enableable by mongoid.yml

      Please add an option to do this. Currently it seems you can only do:

      Mongoid::QueryCache.enabled = true

      as per this page: https://docs.mongodb.com/mongoid/7.1/tutorials/mongoid-queries/#query-cache
