Outside contributors don't have access to build logs, which makes it difficult for them to fix build issues without our help (e.g. by providing relevant log output). To remedy this, a subset of tests (e.g. a single build with latest stable MongoDB version for all supported ruby versions) should be run using GitHub Actions. This allows contributors to run tests in their fork before creating a PR, or after they create a PR.
