Include libsasl.dll for windows mongocryptd

      See HELP-29699. libsasl.dll is included in the enterprise .zip for the server, but not in the mongocryptd-specific .zip package.

      We should discuss whether we want to do this, given that this is possibly going away in some form with the FLE shared library coming up (they indicated that they would try to remove it as a dependency).
