Telemetry appears to the end user to be enabled even if forceDisableTelemetry is set to true

      While on the backend setting force disable telemetry might stop telemetry data from actually being transmitted the following things still appear to work in the shell front end:

      config.get("enableTelemetry") still returns true

      enableTelemetry() still prints `Telemetry is now enabled.`
