Add shared-openssl mongosh binaries to release config

      mongosh starts supporting a --tlsFIPSMode flag.

      There are two new PPA packages created from the mongosh source: In addition to mongodb-mongosh, mongodb-mongosh-shared-openssl11 and mongodb-mongosh-shared-openssl3 are also provided. These link against a system-installed dynamic OpenSSL library.

      Using mongosh from these packages is typically a requirement for being able to enable FIPS mode through --tlsFIPSMode.

      Split from MONGOSH-1224 since it would otherwise further complicate that work.

      We may want to include this in a larger restructuring of how we release packages, now that we have the csfle shared library and strictly speaking no longer need distro-specific packaging.
