compile_artifact on RHEL is regularly failing when it is trying to install npm deps that are git repos.

mongodb-js-precommit installs it like "pre-commit": "github:mongodb-js/pre-commit"

We have the precommit script that runs as a precommit hook via husky, so probably don't need this anymore.
