Other dev tools track cloud info with new connection events. We will add the mongodb-cloud-info package to mongosh to also track is_public_cloud and public_cloud_name propertirs.

Note that adding the mongodb-cloud-info dependency adds a bunch of new startup snapshot dependencies.

We will need load ipaddr.js (dependency of mongodb-cloud-inf) separately, like we do in https://github.com/mongodb-js/mongosh/blob/46ab3863b699d1bda5fac6624f6d478365b5d00b/packages/cli-repl/src/run.ts#L37
