As part of the initial proxy support work in mongosh and related tools, we added a number of workaround for shortcomings in the proxy-agent packages.

Recently, our upstream contributions have been accepted, so we should adopt the newer package versions and remove our workarounds (identifiable by references to tootallnate/proxy-agents PRs in the devtools-shared source code).
