Bump auxiliary packages increases versions for unchanged packages

      Problem Statement/Rationale

      It appears that when we run bump-auxiliary-packages, we end up with a PR where every package version is increased, even if most of them didn't see any changes since last release. I haven't investigated the root cause and it's not a huge deal, but it's suspicious that it's happening: https://github.com/mongodb-js/mongosh/pull/2392
