Adopt the latest version of the openid-client package in oidc-plugin. This is a full re-write of the package, so some work for compatibility is to be expected.

Aside from the general benefits of dependency updates, this will enable support for the id_token_signing_alg_values_supported metadata value, which has been requested by customers.
