Provide the user with the ability to opt-out of new, additional data collection, such as schema sampling. We will still detect database and collection names of the current database unconditionally.

Once we released a mongosh with the feature flag available for opt-in, we'll flip the feature flag so that you need USE_NEW_AUTOCOMPLETE=false to opt-out.
