Re-enable OIDC Okta/Azure integration tests on macOS/Windows in Evergreen

      Disabled Okta integration tests in https://github.com/mongodb-js/oidc-plugin/pull/214 and Azure integration tests in https://github.com/mongodb-js/oidc-plugin/pull/218 . They do run fine on other platforms in Evergreen, as well as macOS/Windows in GHA, so it seemed fine to skip these for the time being.
