Release to NPM from the CI using the devtoolsbot user.

Internal npm packages are released only from the CI and only during the publish phase, after all the tests have passed.

During the release of internal packages, all the packages, even the one that did not change since their last release will be bumped to the release version and published to npm.

The committed version of internal packages in the packages.json is a placeholder which never gets changed in the code.
