We should not unconditionally write all expansions to disk, and instead pass evergreen expansion values to scripts where they are needed in order to let developers observe the flow of data from the evergreen expansions to scripts, and to reduce the risk that comes with making expansion values accessible to scripts when they don't need all of them.
