The floor alarm is not created while the endpoint is idle, because it treats missing datapoints as breaching and would page on its own. Enable it once mongosh sends telemetry continuously.

The threshold should detect total silence — fewer than 1 request per 15 minutes, over two periods - so no request-volume baseline is needed. Partial degradation is covered by the 5xx and request-spike alarms.
