Budget, Cost Anomaly, AWS Health and ACM alerts are never reaching PagerDuty. They publish to SNS fine, but PagerDuty's Amazon CloudWatch integration only parses CloudWatch alarm JSON — anything else gets a 200 and is discarded, with no incident and no delivery failure recorded. Only the CloudWatch alarms work.

The alerting deployment should use Custom Event Transformer integrations in PagerDuty and run a script that handles the other payload shapes.
