The RHEL 7.x s390x build machines are being phased out, and RHEL 8.x ones are being introduced. Add to the 8.x ones, and leave the 7.x ones in as well. The platform roadmap is at https://docs.google.com/spreadsheets/d/1-sZKW70HbVt2yHOWa18qwBwi-gBcn54tWmronnn89kI/edit#gid=0.
