As filed in https://jira.mongodb.org/browse/BUILD-12985 there are sporadic issues on some Windows hosts in Evergreen where the task fails very early on with Cygwin issues while running a checkout or additional operations.

We want to investigate if we can download a specific git version on these hosts ourselves and use that to circumvent the issue as splitting the tests per package increases the likelihood of failing tasks on Windows due to this issue.
